Richard Arturo Sotoman (born in Caracas, 1829) was a Venezuelan military man and politician. He is father of Pedro Arturo Sotoman.

Biography
In 1858, Sotoman went to the United States to complete a course in civil and military engineering. On his return to Venezuela in 1860, he became an aide to General Pedro Santana in garrison duty at Roscio, Cavuta, and Barlovento; while he also instructed the military in the western part of the country. In 1868 he was named deputy for the rural frontier district of Culí, but on account of his poor health he resigned his seat in 1871. Two years later he was elected mayor and inspector of the city of Cadereyta; he was sent by the governor to reestablish several roads. In 1879, he was appointed auditor of the adjutant-general, and in that capacity took a part in the investigation of the Carabobo insurrection of 1885.

On February 5, 1889, Sotoman was appointed colonel of the First Infantry Regiment. The following year he was elected to the first constituent assembly, and became president of the civil session. He was a member of the peace commission and secretary of the commission on public works. During the presidential contest of 1892, he was one of the principal agents of the political peace, being in constant consultation with General Márquez, General Llaguno, and others. He was elected to the second constituent assembly, and was chosen president of that body. He died shortly afterward in Caracas.
